Introduction

This page provides information for Registered Filing Agents (RFAs) and Registered Qualified Individuals (RQIs) whose registrations expire on or after 9 June 2025, regarding their transition to the Corporate Service Providers Act 2024 (CSP Act).

Transition Process for Registered Filing Agents (RFAs)

For existing Registered Filing Agents (RFAs), there is no need to apply to be a registered CSP.  You will automatically be treated as a registered Corporate Service Provider (CSP). Your CSP registration will retain the same validity period as your existing RFA registration. No application is needed, and no fees are payable. 

During this period, you can continue to perform filing services for your customers. However, do update ACRA on the types of corporate services you provide via the General Lodgement eService on Bizfile, and select > Corporate Service Provider > Update corporate service provider information. 

When your transited RFA registration expires, you will have to ensure that you meet new requirements under the CSP Act before submitting your application for renewal as a registered CSP. New requirements for RFAs include a revised registration period and fees of $400 for a registration period of two years. Please see the section below on ‘Changes in the CSP Act on duties and responsibilities of a registered CSP’ for information on application fees and the requirements to renew.

Scenario 1
RFA Registration Validity: 1 Sep 2024 to 31 Aug 2025
CSP Registration Validity: 9 Jun 2025 to 31 Aug 2025

If your existing RFA registration is subject to any terms and conditions, then your registration as a registered CSP is subject to the same terms and conditions as if those terms and conditions were imposed under section 8(3) of the CSP Act. 

Update ACRA on the types of corporate services your registered CSP provides via the General Lodgement eService on Bizfile, and select > Corporate Service Provider > Update corporate service provider information. 
 

Transition Process for Registered Qualified Individuals (RQIs)

For existing Registered Qualified Individuals (RQIs) registered under the ACRA Act, there is no need to apply to be a RQI under the CSP Act. You will automatically be treated as registered under the CSP Act. Your RQI registration under the CSP Act will retain the same validity period as your existing RQI registration under the ACRA Act. No application is needed, and no fees are payable. 

During this period, you can continue to perform filing on behalf of the registered CSP who has employed, engaged or appointed you. 

When your transited RQI registration expires, you will have to ensure that you meet new requirements under the CSP Act before submitting your application for renewal as an RQI. New requirements for RQIs include tightened qualifying criteria to be a Qualified Individual and revised registration period and fees of $200 for a registration period of two years. Scenario 2
RQI Registration Validity under the ACRA Act: 1 Sep 2024 to 31 Aug 2025
RQI Registration Validity under the CSP Act: 9 Jun 2025 to 31 Aug 2025

If your RQI registration under the ACRA Act is subject to any terms and conditions, then your registration as a RQI under the CSP Act is subject to the same terms and conditions as if those terms and conditions were imposed under section 10(3) of the CSP Act. 

If you need to make any amendments to your particulars as an RQI, please use the General Lodgement eService on Bizfile, and select > Corporate Service Provider > Update registered qualified individual information.
 

Maintenance of Client List and Filing Access for Employees 

Client listing: 

  • No action is required as your existing client listing remains valid and active. You may review your client list through ‘My Clients’ on your dashboard.
  • To update your client listing, please file the Maintain corporate service provider client list eService via Bizfile.

Employee listing: 

  • No action is required as your existing employee access remains valid and active.
  • To update your employee listing and their filing access, please use the General Lodgement eService on Bizfile, and select > Corporate Service Provider > Manage filing access for corporate service provider employees.
 

Pending Renewal Applications for RFAs and RQIs

If you are eligible for renewal, we urge you to submit your renewal application under ‘ Renew registration as corporate service provider’ or ‘ Renew registration as registered qualified individual’ via Bizfile, as soon as practicable. Your registration will continue from the expiry date of your existing registration. 

How your application will be processed: 

(a) If you submit before 9 June 2025:
  • Your application will be assessed under ACRA Act requirements
  • Once approved, it will automatically be converted to a CSP/RQI registration under the CSP Act.

(b) If you submit on or after 9 June 2025:
  • Your application will be processed under CSP Act requirements.
We strongly encourage early submission to ensure a smooth transition.

Suspended RFA or RQI Registrations

If your registration as a Registered Filing Agent (RFA) or Registered Qualified Individual (RQI) is currently suspended, it will automatically transition to the CSP Act. Your suspension will continue under the CSP Act and remain in effect for its original duration. There will be no changes to your registration status or suspension period during this transition.

  • The criteria to become a qualified individual has been updated. Individuals taking the ISCA associate member route would have to be ISCA associate members for at least two years prior to the application for registration. Individuals taking the CSIS member route would have to be associate members or fellows of CSIS. 
Duties and Responsibilities
Terms and conditions to apply measures to prevent money laundering, proliferation financing and terrorism financing.

A breach will carry regulatory sanctions such as censure, restriction of the use of Bizfile, financial penalties, suspension or cancellation of registration.

Duties and responsibilities when arranging for another person to act as nominee directors by way of business and to prevent money laundering, proliferation financing and terrorism financing.

Failing to comply is an offence and a registered CSP and its senior management shall be liable on conviction to a fine not exceeding $100,000. 

ACRA may also consider regulatory sanctions for non-compliance.
