CSP registration for public accounting entities (PAEs)

PAEs need to be registered as corporate service providers (CSPs) if they carry out certain Financial Action Task Force (FATF) designated activities.

What you need to do

Whether you need to register as a CSP depends on your PAE's services.

If your PAE provides

Then

  • Corporate services; and/or

  • Any of these FATF-designated activities while providing accounting services:

    • Buying or selling of real estate

    • Management of client money, securities, or other assets

    • Management of bank, savings, or securities accounts

    • Organisation of contributions for the creation, operation or management of corporations

    • Creation, operation or management of legal persons or legal arrangements, or buying and selling of business entities

Your PAE needs to register as a CSP.

  • FATF-designated activities but does not carry out these corporate services:

    • Forming business entities;

    • Acting or arranging for persons to act as directors or nominee shareholders;

    • Transacting with ACRA on behalf of other persons or as a secretary of a company by way of business; or

    • Providing a registered office or a business address for business entities.

Your PAE will be registered as a deemed CSP.

If you are a deemed CSP

You do not need to register as a CSP. However, you need to comply with these requirements.

Register your qualified individuals

Submit details of every registered qualified individual (RQI) who carries out or supervises designated activities related to accounting services.

When to submit: Before your PAE starts providing the designated FATF services.

If you do not appoint an RQI: Every key appointment holder who is a public accountant (PA) becomes an RQI automatically. These are deemed RQIs of the deemed registered CSP.

Report any changes in RQI particulars

RQIs must notify ACRA within 14 days of the change through the General lodgement eService:

  1. Select Corporate Service Provider.

  2. Select Update registered qualified individual information.

Report any appointment or cessation of RQIs

PAEs must notify ACRA of the change within 14 days through the General lodgement eService:

  1. Select Public accountant and accounting entity.

  2. Select Other public accountant and accounting entity related lodgement.

When deemed registration ends

Your deemed CSP registration continues until ACRA cancels or suspends it.

ACRA may cancel your registration if:

  • Your PAE stops being an accounting entity under the Accountants Act 2004

  • Any key appointment holder is not fit and proper

  • Your PAE stops providing designated activities related to accounting services in Singapore

  1. Select Public accountant and accounting entity; and

  2. Other public accountant and accounting entity related lodgement.
