The Accounting and Corporate Regulatory Authority (ACRA), on behalf of the Pro-Tem Singapore Accountancy Council (Pro-Tem SAC), hereby invite tenders for the procurement of consultancy services to develop a new Singapore post-university professional accountancy programme.

Background

The Committee to Develop the Accountancy Sector (CDAS) had recommended the development of a globally-recognised, Singapore-branded, post-university professional accountancy qualification programme (the Programme) to train audit professionals and professional accountants.

The Programme should have a unique value proposition, with the following characteristics:

a) Global recognition;
(b) International portability; and
(c) An “Asian market value factor”.

The Ministry of Finance has accepted the recommendation and the Pro-Tem SAC will be setting up the governing framework and implementation roadmap for the Programme.

Purpose of Tender

This tender seeks to invite proposals from interested parties with the relevant expertise to act as a Consultant to the Pro-Tem SAC in the development of the Programme.

The Pro-Tem SAC expects the development of the Programme to be completed, in a state of readiness for launch, by second quarter of 2012.

Tender Period

The tender is open for a period of eight (8) weeks and will close on 1 July 2011.
