Under the Singapore Immigration Regulations, foreigners who are not permanent residents of Singapore but wish to engage in any form of business in Singapore must apply for an EntrePass. The Work Pass Division of Ministry of Manpower (MOM) issues the EntrePass.
What is an EntrePass?
The EntrePass is an Employment Pass for foreign entrepreneurs who wish like to start a business entity (sole-proprietorship, partnership, company, limited liability partnership or limited partnership) in Singapore.
Only foreigners intending to be actively involved in the day-to-day operations of the business entity need to apply for an EntrePass. If you do not wish to be actively involved in the running of the business, you will need to appoint a locally resident manager (sole-proprietorship, partnership, limited liability partnership and limited partnership) or a locally resident director (company). “Locally resident” includes a Singapore Citizen, Singapore PR, EntrePass holder or Dependant Pass holder who resides in Singapore.
Conditions
The proposed business venture must not be engaged in illegal activities. In addition, business activities which are not of an entrepreneurial nature (e.g. coffee shops/hawker centres/food courts, foot reflexology/massage parlours, karaoke lounges, money changing/remitting, newspaper vending, geomancy and tuition services etc) will not be considered for an EntrePass.
Application for EntrePass
Applications for an EntrePass can be submitted at any SingPost outlet. A successful applicant will be issued with an Approval-In-Principle letter to enable him/her to register the business entity with ACRA. In order to register the business entity, the applicant will have to engage the services of a professional firm or service bureau to submit the online application on his/her behalf.
Upon successfully registering the business entity, the applicant has to purchase the business profile of the business entity. He must mail or fax a copy of the profile and the Approval-In-Principle letter to the Work Pass Division for processing of the EntrePass. The Work Pass Division will then issue the applicant with an EntrePass.
SingPass / BizFile
Using the EntrePass, you will be able to obtain a SingPass and can proceed to submit any online transactions with our online filing system BizFile using your identification number (FIN) and SingPass.
